This a branch of law directing governmental units, such as townships, boroughs, counties, cities, and municipal authorities, on how they may act relative to their relations with and treatment of the people within their borders, businesses within and outside their boundaries, and other governmental units. The services rendered by a particular governmental unit, such as providing water, sewage facilities, transit and air transportation are municipal authorities. The rules of the township, borough, county and city are ordinances; those of municipal authorities are resolutions. The representative of each of these governmental entities is a solicitor.
The role of the solicitor is to advise the government unit relative to legality of its actions based upon state laws and its own ordinances or resolutions, as well as represent the municipal entity in any civil and criminal actions brought filed against it.
